The Vietnam National Petroleum Group (Group/Petrolimex/PLX) organised a 2017 meeting with local press on December 19, 2017 at the Group’s headquarters on No 1 Kham Thien St., Dong Da District, Hanoi.

Petrolimex’s sale of diesel 0.001S-Vis a pioneering stepin serving customers with high quality products, which contributes to the reducing greenhouse gas emissions and protecting the environment. The practice correspond to the then Prime Minister Nguyen Tan Dung’s the Decision 49/2011/QD-TTg dated September 1, 2011 (Decision 49), which provides the roadmap for the application of exhaust emission standards at level IV for tourist cars and diesel-powered buses, locally-assembled and imported as of January 1, 2018.

Petrolimex Deputy Director GeneralNguyen Quang Dungsaid: “The trade of diesel level V instead of level IV in line with the Decision 49 is Petrolimex’s efforts to serve consumers with products of highest quality, making an active contribution to environmental protection. This demonstrates Petrolimex’s business strategy “Competition through product quality and professional services”. To that end, apart from supplying high quality products such as diesel level V, RON 95 petrol level IV since early 2017, Petrolimex has invested into developing the infrastructure system with advanced warehouses and depots, applying IT-basedautomated management software includingERP,Egas,Vapour Recovery System, petrol payment using ATM cards, etc.”.

Besides the sale of diesel 0.001S-V as of January 1, 2018, Petrolimex has also began selling E5 RON 92 bio-fuel since December 15, 2017, closely following the State roadmap to stop trading mineral petrol RON 92 from January 1, 2018.

Advantages of using DO 0.001S - V

(1) Increased durability and efficiency of engine

- Due to low sulfur content, the use of diesel 0.001S-V will minimise the damage to engine, in addition to diesel-powered engines of exhaust emission standard V, diesel 0.001S-V is fully usable for diesel-powered engines of exhaust emission standards II, III and IV.

- Diesel engines are produced in accordance with exhaust emission standards IV and V, have modern structure and high accuracy, and are equipped with exhaust gas recirculation (for complete combustion) and a catalytic system treating exhaust gas before it is discharged into the environment. Therefore, diesel engines produced in accordance with exhaust emission standards IV and V can only use diesel fuel with equivalent emission standards to ensure the durability and operation of engine, and cannot use other types of diesel fuel at lower emission standards.

- The use of diesel fuel with low emission standard for diesel engines that meet the exhaust emission standards IV or V can cause negative effects such as corrosion, reduced engine life, clogging and poisoning catalytic converter.

- Diesel fuel 0.001S-V has a suitable Cetane rating, enabling the efficiency of diesel engines whilst improving engine’s performance.

(2) Safety for users

Diesel 0.001S-V is safer for contact users and those directly contact with the fuel as the Polyaromatic hydrocarbons (PAH) content is controlled at max 11%, minimising the impact of this component on users/those with direct contact.

(3) Environmental protection

- Since the sulfur content in diesel 0.001S-V is limitted to a very low level (10 ppm S), the sulfur oxide SOx emissions (Sulfur oxide emission is a polluting exhaust gas from the burning of sulfur compound in diesel engine) are much lower than the use of other diesel fuels with lower exhaust gas emission standards.

- Besides SOx, the use of diesel 0.001S-V also makes considerable contribution to reducing exhaust gas discharged from engine such as hydrocarbons (HC), nitrogen oxides (NOx), particulate matter (PM), etc. According to the statistics of European emission standards on the website https://en.wikipedia.org:

  • Emission standards for passenger cars, the HC, NOx, PM emissions when using diesel 0.001S-V are defined as follows:

+ NOx emission: reducing 64% from 0.5 (g/km) to 0.18 (g/km) as compared to the use of diesel 0.035S-III.

+ NOx + HC emissions: reducing 67% from 0.7 (g/km) to 0.23 (g/km) as compared to the use of diesel 0.05S-II.

+ PM dust particles: reducing 93% from 0.08 (g/km) to 0.005 (g/km) as compared to the use of diesel 0.05S-II.

  • Emission standards for trucks (lorries) with tonnage above 1,760kg, the HC, NOx, PM emissions when using diesel 0.001S-V are defined as follows:

+ NOx emissions: reducing 64% from 0.78 (g/km) to 0.28 (g/km) as compared to diesel 0.035S-III.

+ NOx + HC emissions: reducing 71% from 1.2 (g/km) to 0.35 (g/km) as compared to diesel 0.05S-II.

+ PM dust particles: reducing 97% from 0.18 (g/km) to 0.005 (g/km) as compared to diesel 0.05S-II.

RECOMMENDATIONS:

- Diesel 0,001S-V (EURO 5) is usable for diesel engines with exhaust emission standards II, III, or IV.

- Diesel fuel at low level couldn’t be used for diesel engines with higher exhaust emission standards.
