Review of coordination between Petrolimex and C66 of the Ministry of Public Security

On 18 Jan. 2013at the Headquarters of Vietnam National Petroleum Group (Petrolimex) , the Fire Protection, Salvage and Rescue General Department (C66) (FPSR) of the Ministry of Public Security and Petrolimex held a review of coordination activities in the year 2012 and signed the coordination program for 2013.

Attending the meeting on the part of Petrolimex were Mr. Tran Van Thinh, Director General, Mr. Vuong Thai Dung, Vice Director General , leaders of departments for Technological and Safety Techniques, Legal and Inspection and the Cabinet, officers in charge of safety issues; on the part of C66 were General Do Van Son, General Department Director, Colonel Doan Huu Thang, General Department Deputy Director, and leaders of professional departments and centers of C66.

In the year 2012 there was an increase of complicated and unforeseeable explosion and fire incidents , chiefly big fire cases Petrolimex positively made plans and conducted fire prevention and protection measures to timely detect and curb sources of hazardous explosion and fire. The work of safeguard against explosion and fire and protection of environment was always in the mind of Petrolimex leaders and deeply imbued in all officers and workers. In 2012 in the whole group there was no serious case of explosion, fire or environment impairment, contributing to a secure condition for the group business and development.

In the review both sides exchanged their views and commented on coordination activities in the year 2012. The coordination program of 2012 was assessed as good , all-sided and effective, responding to requirement of fire and explosion protection in the new phase, in which the most outstanding were:

- The coordinated activities of inspection and instruction of legal fire regulations in units of Region 1, Region 3, Ha Nam Ninh, Lao Cai and Nghe An.
- The review and amendment of TCVN 4530.2011 for petroleum stations- turning the design according to QCVN.
- The fire training , retraining and maneuvering for petroleum installations.
- The inspection of design drawings and construction of fire related items in Bonded Storage at Van Phong (safely put into operation since June 2012)
- Completion of test running for automatic spillage alarm system for storaging tanks at Petroleum Company Region 1 ; production of 100 sets of anti static devices TD-PLX for Ha Nam Ninh Petroleum Company; completion of safety solution for payment at POS by credit card at retail oil stations.

In difficult conditions for business in 2012, project to renovate fire system at Ben Luc Storage in Long An , the enlargement projects of Lao Cai petroleum storage, Phu Tho petroleum storage , storaging capacity at section D of Nha Be General Depot , the building of new storage in Northern Tay Nguyen, the commission of Hai Duong new storage were all deployed and put into operation as planned.

In the review, the two parties signed a program of coordination for 2013 in which focal points are: to continue and increase inspection, instruction for safety; guide lower units to check, complete and publish technical procedures; continue reviewing norms and standards relating to Petrolimex scope of business; deploy the application of anti static devices for the whole system, deploy with safety solution for credit cards at POS of service stations; deploy the spillage warning devices for storaging tanks; training, retraining and increasing professional skills in FPSR work; grand scale maneuvers at some member units of Petrolimex.
