Petrolimex, JCCP sign MOU on training and technical cooperation
On June 11, 2019, the Vietnam National Petroleum Group (Petrolimex/PLX) and the Japan Cooperation Centre Petroleum (JCCP) sign a Memorandum of Understanding (MOU) on training and technical cooperation at Petrolimex’s representative office at No 9 Dao Duy Anh St, Hanoi.

The signing ceremony was attended by envoy of the Japanese Embassy in Vietnam, Shinichi Asazuma; Counsellor from the Japanese Embassy in Vietnam, Takehiro Tsuchiya; chairman of the Vietnam Petroleum Association (VINPA) Phan The Rue; VINPA Vice Chairman and General Secretary Trinh Quang Khanh; JCCP CEO Tsuyoshi Nakai; Director General of JX Nippon Oil & Energy Vietnam, Masahito Hirano; and Director General of JGC Vietnam Co., Ltd., Nobuaki Hoshino.
On Petrolimex’s side, Board of Management member and Director General Pham Duc Thang; Deputy Director General Nguyen Van Su; leaders of Personnel and Organisation Division, Technology and Safety Division, and Market and International Cooperation Division and concerned specialists.
The signing of the MOU is a significant progress in the bilateral cooperation that has been built up and further promoted by Petrolimex and JCCP since 2011.
The scope of cooperation is focused on human resource development and technical and technological cooperation in the midstream and downstream oil and gas sectors, as well as other sectors of the petroleum industry, satisfying the actual development requirements and new energy trends.
Thereby, the signatories jointly promote achieved cooperation results towards international-level common goals through commitments to implement the document responsibly, proactively, and creatively.
In the 2011-18 period, Petrolimex selected and sent 230 officers and specialists to attend training courses organised by JCCP in Japan, focusing on a range of practical subjects such as petroleum marketing and distribution, accounting and financial management, human resource management and development, techniques and technologies in the field of oil and gas, environmental protection, and maintenance of petroleum tanks. Additionally, the two sides also worked together to organise numerous quality training courses designed especially for Petrolimex.
Petrolimex has also cooperated closely with JCCP members including JXTG, Tatsuno, and JGC among others, and signed and implemented a trilateral cooperation agreement among JCCP, Petrolimex, and JXTG since 2016 on “Strengthening management capability and operation of petroleum depots in Vietnam.”
JCCP’s statistics show that trainees selected by Petrolimex and approved by JCCP to attend training courses in Japan and technical cooperation projects with Petrolimex over the past time are always in the group with high rate of quality and efficiency; which serve as a foundation for many new prospects.
Addressing the signing ceremony, JCCP CEO Tsuyoshi Nakai spoke highly of the close cooperation between two sides; and agreed that "it’s the time to establish a framework of cooperation through MOU towards effective cooperation opportunities not only for both sides but also for the common economic development of Vietnam and Japan."
Petrolimex Board of Management member and Director General Pham Duc Thang expressed gratitude to the assistance of competent authorities from Japan and Vietnam, contributing to the effective partnership between Petrolimex and JCCP. He was convinced that with further assistance from authorities at all levels and efforts to implement signed cooperation agreements, the two sides would continue strengthening the sustainable strategic partnership and going together for the common development goals, contributing to the sound relations between Vietnam and Japan.
