From July 16-18, the Vietnam National Petroleum Group (Petrolimex/Group) organised the first session of the 2024 training programme on petroleum measurement and quality, ensuring measurement and digital transformation in measurement management. The event took place in Ha Long City, Quang Ninh Province.

The training session was attended and instructed by Dr. Ha Minh Hiep, Deputy Director General in charge, Directorate of Standards, Metrology and Quality; Phan Minh Hai, Vice Chairman of the Vietnam Metrology Association; Dr.  Tran Quoc Tuan, President of Vietnam Standards and Quality Association;  Tran Quy Giau, Head of the Measurement Department under the Commission for the Standards, Metrology and Quality of Vietnam; and leaders of the Standards, Metrology, and Quality Training Center under the Commission for the Standards, Metrology and Quality of Vietnam.

On the Petrolimex side, Dao Nam Hai, Board of Directors member and Director General of Petrolimex; Deputy Directors General Directors and Heads/Deputy Heads of the Group's technical departments attended the training conference.The event also saw the participation of 135 participants in person and over 200 participants online across 60 locations nationwide, including leaders and staff of the technical departments of the Group; and leaders and technical staff of member units.

In his opening remarks, Petrolimex Director General Dao Nam Hai reaffirmed and emphasized Petrolimex's key competitive advantage over other businesses in the same field: ensuring the accurate standards, measurement, and quality of petroleum products. This advantage is attributed to several factors: (1) Petrolimex strictly adheres to and complies with legal regulations, particularly those related to standards, measurement, and quality. Relevant regulations and policies are regularly reviewed, updated, and supplemented annually. (2) The investment in modern, certified testing laboratories contributes to controlling product quality before reaching consumers. (3) Petrolimex boasts a large and experienced team of personnel dedicated to standards, measurement, and quality. (4) The company consistently prioritises innovation, invests in upgrading modern technology to standardise and adapt to the digital culture and digital workforce, contributing to enhancing customer experience.

Recognising the rapid pace of technological advancement, Director General Dao Nam Hai stressed the need for continuous training and knowledge updates for personnel involved in standards, measurement, and quality. He urged trainees to actively learn, engage in discussions and knowledge sharing with an open mind, thoroughly grasp the issues to apply them in their respective units' operations. This will help further refine and enhance the standards, measurement, and quality of petroleum products, along with the digital transformation in measurement management, ultimately contributing to Petrolimex's sustainable development.

The training programme's core content comprises four key modules:

Module 1: Digital Transformation in Standards, Measurement, and Quality Activities

This module provides an overview of digital transformation in standards, measurement, and quality activities; concepts related to Industry 3.5 management models; Society 5.0 models; Plans, roadmaps, and trends in digital transformation to support State management and assist businesses in standards, measurement, and quality activities.

Module 2: Quality

Dissemination/updates on new content in State management documents related to petroleum quality in circulation. Administrative penalties for violations of petroleum quality regulations in circulation.

Module 3: Measurement

Dissemination/updates on new content in State management documents related to measurement in the petroleum business. Administrative penalties for violations of measurement regulations in the petroleum business.

Module 4: Measurement Assurance at Businesses

Guidance on developing and implementing measurement assurance programs at petroleum businesses under the Vietnam National Petroleum Group.
